a. Regular Meeting Minutes of July 7, 2026

b. Special Meeting Minutes of July 28, 2026

c. Approval of Resolution No. 5631- Memorandum of Understanding between the City of Kingman and the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF)

This Memorandum of Understanding (MOU) between the City of Kingman Police Department and the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) formalizes the partnership between the agencies with regard to policy and procedure related to the use of the eTrace Internet-Based Firearm Tracing Application. Staff recommends approval.

d. Approval of Resolution No. 5633- Water Service for Wild Mesa Tract 6058

Engineering recommends approval of the first phase, Tract 6058-A, as proposed by the developer, with the remainder of the subdivision being approved on the condition that the design and construction of necessary improvements recommended by the City's Water Master Plan to provide the required pressure and flow be completed. The Municipal Utility Commission approved water service for Wild Mesa Tract 6058 at the June 25, 2026 meeting with a vote of 4-0.

e. Approval of Amendment No. 1- Drought Contingency Work Plan Upgrades

This amendment will be made to the Professional Services Agreement with Watearth for the Drought Contingency Work Plan. This amendment allows Watearth to address additional requests and comments made by the Bureau of Reclamation (BOR) after Council approval of the Plan.  Since this is a grant funded project, the City will only be required to cover $5,599.16 of the total cost and will be funded out of the Colorado River Water Authority Fund.  Staff recommends approval.

f. Approval of Request to Transfer FY2026-27 Heritage Preservation Commission Appropriations from the Powerhouse Fund to the General Fund

Each year, the City's adopted budget includes appropriations for each City commission. The appropriations are budgeted within the operating budget of the department that provides staff support to each commission.  Currently, the Tourism Services Manager, which is funded by the Powerhouse Fund, serves as the staff liaison for the Heritage Preservation Commission.  Effective August 1st, staff support for the Heritage Preservation Commission will be transferred to the Development Services Department, which is funded by the General Fund.  Staff recommends transferring the Commission's appropriations from the Powerhouse Fund to the General Fund to align with the department providing staff support and maintain existing accounting practices.  Staff recommends approval.

g. Approval of Amendment for Additional Post Design Services for the Main Tanks Transmission Main Phase 2B Project

The Main Tanks Transmission Main project is intended to provide a dedicated transmission main from the Castlerock Booster Station to the Main Tanks site. Due to funding, the project was broken into phases: Phase 2A and Phase 2B. Post Design Services were provided during the Phase 2A buildout of the project, leaving a reduced amount of Post Design Services Allowance for the Phase 2B buildout.  This amendment provides additional funds for the Post Design Services Allowance to support Phase 2B, which has recently begun construction and will require continued post design services throughout construction. This amendment maintains the original scope of work as defined in the original agreement while ensuring sufficient funding is available to support the project through construction. There will be a $5,000 fiscal impact to the Water Expansion Fund. Staff recommends approval.

h. Approval of Resolution No. 5635- Authorization to Designate a Second Applicant Authorized Representative

On July 7, 2026 City Council authorized and designated the Mayor as the Applicant Authorized Representative with the Arizona Department of Emergency and Military Affairs (DEMA). Resolution No. 5635 is to authorize the designation of Shannon Warner, the City's Accounting Manager, as a second Applicant Authorized Representative with the Arizona Department of Emergency and Military Affairs. Designating an additional AAR will provide additional support by ensuring grant-related actions can be completed in a timely manner when the primary representative is unavailable. Staff recommends approval.

i. Acceptance of HIDTA Grant Funding for MAGNET Operations

The Mohave Area General Narcotics Enforcement Team (MAGNET) has been awarded two grants from the Arizona High Intensity Drug Trafficking Area (HIDTA) program: $26,690 (Grant #HID2626G0731-2924A) and $89,627 (Grant #HID2626G0731-2924). The grant period runs from January 1, 2026, to December 31, 2027. Funds will be used to support services, facilities, and operational expenses of the MAGNET task force. The Kingman Police Department, as the primary fiduciary for MAGNET, will administer the funds. Staff recommends approval.

j. Acceptance of the U.S. Department of Transportation Safe Streets for All Grant Agreement

The City applied to the United States Department of Transportation (USDOT) Safe Street for All Grant (SS4A) to fund a new Comprehensive Safety Action Plan, and supplemental activities to include; an ADA Transition Plan, Design Concept report for Stockton Hill Rd (Corridor Study), and a Traffic Calming Manual. The city has been awarded $960,000 in grant funding with a $240,000 match from the Capital Projects Fund for a total project cost of $1,200,000. Staff is requesting Council approval to accept and authorize the Mayor to sign the grant agreement, and any related documents pertaining to the grant. Staff recommends approval.

k. Approval of Resolution No. 5629R- Amendment No. 1 IGA Between Northern Arizona Fire District and the City of Kingman for Hydrant Maintenance

At their July 7th meeting, City Council approved resolution 5629 approving an Intergovernmental Agreement (IGA) with Norther Arizona Fire District to perform hydrant maintenance. The resolution cited an outdated rate of $31,659 annually and needs to be corrected. This new resolution 5629R readopts the IGA with the correct language to reflect updated billing. The correct IGA language was passed and approved by the Northern Arizona Fire District Board on July 22nd. The correct amount to be billed in FY27 is $43,805 and will positively impact the Water Operations Fund. Staff recommends approval.

l. Authorization of a Job Order Contract Proposal with McCormick Construction Co. for Asphalt Patching Related to Waterline Repairs

This item is for consideration and approval of asphalt patching services related to waterline repairs throughout the City of Kingman. Street crews complete the majority of these repairs in-house; however, due to the continued volume of waterline leaks and repair activity, additional contractor support is needed to help reduce the backlog and complete permanent asphalt repairs in a timely manner. McCormick Construction Co. provided a proposal utilizing the Kingman Job Order Contract. The fiscal impact is $206,319.40 and will be paid from the Water Capital Renewal Fund. Staff recommends approval.

m. Approval of Resolution No. 5628 - Authorizing the Mayor to Sign a Master Intergovernmental Cooperative Purchasing Agreement with GovMVMT Purchasing Cooperative

Resolution No. 5628 authorizes the Mayor to execute a Master Intergovernmental Cooperative Purchasing Agreement with GovMVMT. Participation in this cooperative purchasing program will allow the City to access competitively solicited contracts established by participating lead public agencies, enabling the City to purchase goods and services under the same terms, conditions, and pricing.  There is no fiscal impact to enter into this agreement.  Staff recommends approval.

n. Approval of Change Order for Main Tanks Transmission Main Phase 2B to Include Surveying and Staking in the Scope of Work

The Main Tanks Transmission Main Phase 2B project was awarded to Freiday Construction, Inc. on June 16, 2026, in the amount of $2,013,570.00. The original contract anticipated that surveying and staking services would be performed by the City of Kingman's Survey Department. Due to recent staffing changes within the City of Kingman's Survey Department the City has experienced a temporary reduction in its in-house survey capacity. To maintain the project schedule and avoid delays, Change Order Number 1 adds surveying and staking services to the Contractor's scope of work in the amount of $9,000.00 and will be funded by the Water Expansion Fund. Staff recommends approval.

o. Approval of Change Order - 002 for Flying Fortress Parkway Phase II Project (Contract #: ENG-25-0079)

Change Order 2 is a no-cost change order memorializing changes in quantities resulting from field adjustments and modifications that have taken place during the course of construction.  This change order includes both material quantity increases and decreases, resulting from work added and work items reduced or eliminated completely. The items included in this change order roughly balance out cost increases and cost reductions, resulting in a net zero change in costs. Staff recommends approval.

6.

ACTION ITEMS

Per A.R.S.§16-642(A)3, cities and towns must complete a canvass not less than 6 days and not more than 20 days following the election. Primary Election canvass materials provided by the Mohave County Elections Department have been attached for review. Staff recommends approval.

A new manual has been prepared that replaces outdated information and incorporates modern standards and methods for managing flood risks within the City. Staff recommends that the City Council first approve Resolution 5634 declaring the new Drainage Design and Administrative Manual a public record.
